Diane Carroll
joined
Sussex Circle as a Principal in January 2008. She has over 30 years
experience
in strategic policy and program design with expertise in the areas of
employment, youth, industrial relations, environment, sustainable
development,
and federal-provincial-territorial and Aboriginal relations. She has an
in-depth understanding of the policy and legislative change processes
with
strong horizontal management, negotiating, problem-solving, analytical
and
communications skills.
Diane commenced
her
federal public service career in 1973 at Labour Canada, where her work
included
research and policy analysis in areas such as employment standards,
industrial
relations, part-time work and pay equity. In 1986, she accepted an
assignment with
the Airline Division of the CAW in Vancouver as its Director of
Research and
Education where she was also senior advisor to the chief negotiator
during
numerous rounds of collective bargaining resulting from the corporate
mergers
which lead to the creation of Canadian Airlines.
On her return to
the
federal government in 1991, Diane joined Employment and Immigration as
Chief of
Labour Market Policy and then as a Director and Associate Director
General
responsible for the Employment Insurance reform process in the
mid-1990s.
In 1999, Diane
joined
Environment Canada as Director General of Strategic Policy and
subsequently as
Associate ADM where she oversaw a wide range of horizontal policy
initiatives
and had responsibility for federal-provincial-territorial relations and
Aboriginal Affairs.
In 2004, Diane
became
a Deputy Assistant Commissioner at the Canada Revenue Agency, where she
oversaw a
wide range of policy initiatives including the establishment of an
Aboriginal
Advisory Committee and an agreement with the BC Government on improved
information exchange.
Returning to Human
Resources and Social Development Canada in 2005 as Assistant Deputy
Minister of
Employment Programs, Diane had responsibility for Employment Insurance,
youth
programming, Aboriginal programs, active re-employment measures and
coordinating HRSDC’s program delivery relationships with Service
Canada. During
this time she successfully concluded labour market agreements with
three
provinces, undertook extensive work with the territorial governments
and other
partners on a more integrated approach to youth programming in the
North, and
lead a successful working group on older workers with the Quebec
Government.
A native of Cape Breton, Nova Scotia, Diane
attended
St. Francis Xavier University and the University of Ottawa.
