Hervé Coulombe joined Sussex Circle as an Associate in 2004, after a career of over 30 years in the federal public service. He brings a wide experience of human resources management in large organizations with mature planning, analytical, negotiation and report presentation skills.

During his six years at CMHC (1998–2004) Hervé held successively the positions of Director, Total Compensation and Director, HR Planning, Policy and Organizational Development. He developed leading edge compensation policies supporting individual performance and collective results. He also managed the elaboration of a new succession management framework, the performance management and training and development activities, and the review of several HR policies including official languages.

During his 13 years at the Privy Council Office (1985–1998), Hervé acquired a depth experience of all aspects of compensation, including employment benefits, pension plans and classification. He advised several government with respect to levels of compensation and conditions of employment for governor in council appointees. He also supported the advisory committees on senior level compensation in the public service.

At the beginning of his career, Hervé was involved in several aspects of human resources management in three different departments: the Public Service Commission (1970–1975) as Planning Officer in the Post-Secondary Recruitment Program; at Indian Affairs and Northern Development (1975–1977) as Senior Planning Officer (HR) in the Engineering and Architecture Branch; and finally at Transport Canada (1977–1985) as Senior Planning Officer and Head of Executive Staffing, Resourcing and Compensation.

Hervé holds a B.A. Honours in Social Sciences (Sociology) from Laval University (1970) and a B.A. es Arts (Social Sciences) from le Collège de Lévis (1967).
