Mr. Dion joined the Sussex
Circle in 2009 as an Associate,
following an extensive and diverse career in the federal Public
Service. He has
wide experience in the justice arena, senior management, policy
development,
human resources management, finance and information technology.
Born in Montréal, Mario
Dion completed his law degree at
the University of Ottawa in 1979 and was called to the Québec
Bar the following
year.
He immediately started his
career in the Public Service as
Legal Counsel in the Ministry of the Solicitor General and was promoted
to a
legal management position in 1984 as Senior Counsel to the Correctional
Service
of Canada (CSC) and then
to the
National Parole Board (NPB) in 1987.
Mr. Dion left the Department
of Justice from 1988 to 1992
to become an Assistant Deputy Minister (ADM)
in CSC. Initially he was responsible for Research, Policy and
Communications
and subsequently for Operations and Programs.
He returned to the Department
of Justice in 1992 as ADM
of Corporate Services; as such was responsible
for the introduction of information technology, managed the Program
Review and undertook
preparation of the Department’s first strategic plan.
In 1995, Mr. Dion was
appointed Associate Deputy Minister
of Justice. In addition to his corporate role he assumed responsibility
for the
Civil law aspects and all operations in the Quebec Region. He was an
Associate
at the Department of Justice for a period of eight years except for the
10
months he served as Deputy Clerk and Counsel at the Privy Council
Office.
In 2003, Mr. Dion was
appointed Deputy Minister of Indian
Residential Schools Resolution Canada. Canada’s largest class action
settlement
was negotiated during his tenure and will result in a lasting
resolution of all
claims.
Finally, between 2006 and 2009
he was Chairperson and
Deputy Head of the National Parole Board, the second largest tribunal
at the
federal level. He successfully oversaw the Board’s strategic review in
2008.
