Jim Lynes joined Sussex Circle as an Associate in 2010. With almost 35
years of broad public sector experience, both within the federal public
service and with Crown Corporations, he is recognized as a strong
manager and leader with skills in strategic, operational and financial
planning, problem solving, change management and community and
stakeholder consultation.
Jim served most recently as VP, Real Estate and then President and CEO
of the Canada Lands Company (CLC), a federal Crown Corporation
responsible for the development and sale of strategic surplus federal
properties. In these positions, he was actively involved in the
strategic directions of the company and in consultations with
communities, industry and all three levels of government on a wide
range of issues relating to property and community development,
affordable housing, sustainable development, environmental remediation
and best practices in urban development. In his role as President, he
oversaw the management of both the real estate arm of the company and
the operations of the CN Tower in Toronto and gained considerable
experience in the management and governance of crown corporations.
Prior to that, Jim was President and CEO of the Canada Ports
Corporation with a mandate to wind up the corporation with the
implementation of the Canada Marine Act while continuing operations
until all ports had been transferred to new entities. In addition to
preparing ports for transfer, he was also involved in financing
essential capital works, restructuring debt and negotiating terms for
major long term contracts.
For the previous 25 years, Jim served in Consumer and Corporate
Affairs, the Office of the Comptroller General, the Canadian Transport
Commission and Transport Canada in a variety of roles from human
resources to field operations to program evaluation to finance,
culminating in his role as DG Finance at Transport Canada. He has
extensive experience in deficit reduction, organizational development
and program review, having been involved in such exercises as the “6
and 5” program and the Neilson Task Force in the eighties and Program
Review in the nineties.
Jim has an Honours B.A. from Trinity College Toronto, a Certificat
Supérieur d’Enseignement from l’Université Paul
Valéry, Montpellier, France and a Bachelor of Education from the
University of Toronto. He is fluently bilingual.
