Jim Millar joined Sussex Circle as an Associate in
2004, shortly after retiring as Vice President with the Canada Mortgage
and Housing Corporation. Jim brings 35 years of broad public sector
experience, both international and domestic, and a well established
record of leadership and management. He is recognized for strong
planning, problem solving and change management skills buttressed with
well honed interpersonal and human resources management talents.
At CMHC Jim served most recently as VP, Strategic
Planning, Risk Management and Communications, in which role he directed
a revamping of the corporate planning process to highlight key
corporate performance indicators and to initiate its integration with
the resource allocation process. He led the implementation of an
across-corporation rollout of Enterprise Risk Management. In January of
2003 the Board of Directors received the Conference Board of Canada
Award for Governance in the Public Sector on the basis of
accomplishment in Enterprise Risk Management.
Jim has extensive experience in human resources
management. As VP of Human Resources and Pension Fund he successfully
directed a major transformation and downsizing of the Human Resources
function. Other major initiatives included:
- competency profiles for selection, planning and
career development
- appointment to level and periodic entry gates
for the Leadership Cadre
- enhancing the role and professionalism of
Employee Relations Office
- significant and politically sensitive pension
enhancements.
As Chairman of the Investment Committee and
Trustee of the Fund Jim was responsible for revitalizing the
performance and management of the Pension Fund.
From 1980 to 1998 Jim worked at the Privy Council
Office, first at Machinery of Government and then in the Senior
Personnel Secretariat. The latter experience included policy
development and interpretation, Governor-in-Council appointments, and
issues such as conflict of interest, pay equity, pension reform,
freedom of expression, and political participation. He also provided
direct support to successive Advisory Groups on Executive Compensation
appointed by the Prime Minister.
Jim joined the Public Service as a labour
economist in Ontario Region. Later he set up the Labour Market
Information Center in the Human Resources Planning Division of the
Public Service Commission. In 1976 he became Chief , Organization on
the Ports Policy Task Force in Transport Canada.
Jim spent two years as Assistant Secretary Trade
and Industry within the Australian Department of Prime Minister and
Cabinet, as well as serving as a member of the Prime
Minister’s Senior Interdepartmental Committee on the Australian Defence
Force and the Community.
Jim has an Honours Economics B.A. from Bishop’s
University and a Masters of Public Administration from Carleton
University.
