Stephen O’Connor
has over thirty years of policy and financial management experience
from both the central agency and departmental perspectives.
After twenty-two years of program, policy and financial analysis
experience at the Treasury Board Secretariat, Mr O’Connor spent the
next nine years at Canada Revenue Agency as it made its transformation
from the Department of National Revenue to agency status and its
subsequent separation into two organizations – Tax and Border
Services.
At the Canada Revenue Agency, he was the senior corporate resource
management adviser and later became Assistant Commissioner of Corporate
Strategies and Business Development. At Treasury Board
Secretariat he was involved in budget office and management offices
responsibilities with portfolios in the Economic, Social, and
Government Operations and Defence sectors. He also spent some
time in expenditure analysis and Estimates. During this time, he
also had a two year secondment to the Department of Finance, Government
of Australia.
