Harvey Sims joined Sussex Circle in 1994 and became a principal in 2003. He has extensive
experience in economic policy, governance, and international
development issues.
Mr. Sims began his federal government career with Statistics
Canada in 1974, then moved to Finance Canada where he worked
on a range of economic analysis, fiscal policy, forecasting,
and social policy topics. His last assignment in Finance was
as Director of the department's Social Policy Division,
responsible for analysis and advice on issues such as employment
and training programs, and pension and health-care policies.
In 1984 he was appointed Senior Economist in the Privy Council
Office, a position he held for over six years. In that capacity,
he was responsible for coordinating and drafting all PCO commentary
and advice on macroeconomic, fiscal, and tax policy issues
to the Prime Minister and the Secretary of the Cabinet.
Mr. Sims left the federal public service in 1992, and from
then until 2003 worked as a consultant on economic policy
and governance issues, a university lecturer on economics
and business subjects, and a freelance writer. His diverse
jobs during this period included creating analytical databases
for small regions in Northern Ontario, serving as a special
advisor on planning and budgeting within a governance program
in South Africa, and establishing a new Analysis and Research
Division within the Canadian International Development Agency.
Mr. Sims holds an MA in Economics from the University of
Western Ontario. His early career was as a secondary school
teacher, first in Ghana and then in his native Northern Ontario.
He is married with three children.
