Rick Smith joined
Sussex Circle in 2009 as a principal. He has 35 years of experience in
five federal government organizations, providing advice on a wide range
of public policy and public management issues.
Most recently,
Mr. Smith was Assistant Auditor General responsible for strategic
planning, professional practices and international relations. In that
capacity, he was responsible for the development and improvement of the
Office’s quality management framework. He also led international peer
reviews of the US Government Accountability Office and the European
Court of Audit.
Mr. Smith joined
the Office of the Auditor General in 1996 as a Principal working for
the Commissioner of the Environment and Sustainable Development. In
2000, he served as Interim Commissioner of the Environment. He led the
assessments of the Export Development Corporation’s Environmental
Review Framework, Canada’s money laundering strategy and the role of
the Treasury Board.
Earlier in his
career Mr. Smith worked on a wide variety of social, economic, and
environmental issues in the Department of Manpower and Immigration, the
Department of Finance, the Privy Council Office and Environment Canada.
Mr. Smith holds a
Bachelor of Arts degree in economics from Queen’s University, a Master
of Arts in economics from the University of Ottawa, and a Master’s
degree in Public Administration from Harvard University’s Kennedy
School of Government.
