Andrei Sulzenko joined Sussex Circle as an Associate in 2005 after
retiring from the Government of Canada in 2004. He brings with him more
than thirty years of experience as a public policy practitioner, strong
management and negotiating skills, and in-depth knowledge of the Canadian
and international economic landscape.
Andrei was most recently Senior Assistant Deputy Minister, Policy, at
Industry Canada, where for over seven years he led the federal government's
research, development and implementation of a micro-economic agenda based
on innovation and productivity improvement. In 2003, he received the
Head of the Public Service Award for Excellence in Policy for his achievements.
Andrei also has extensive experience in trade policy, as one of the architects
and principal negotiators of the Canada-U.S. Free Trade Agreement (1988),
and as Federal Chief Negotiator of the Agreement on Internal Trade (1994)
with Canada's provinces and territories.
During his career in the federal government Andrei worked in the
Departments of Finance, Economic Development, Foreign Affairs and
International Trade, Human Resources, and Industry. He also has had experience
in the private sector as a trade specialist and as an economic consultant.
Andrei is a graduate of McGill and Queen's Universities. In 2004, Queen's
welcomed him back as Adjunct Professor and Fellow at the School of Policy Studies,
where he received his M.P.A. in 1972.
